  1. Develop and maintains organization staff by establishing a recruiting, testing if needed, and interviewing program; counseling managers on candidate selection; conducting and analyzing exit interviews; recommending changes.
  2. Create and develop the sourcing strategy for each search, e.g. employee referrals, identify target companies, networks, associations, and third-party resources.
  3. Educate and guide team members in the successful utilization of various recruiting methodologies, e.g. Applicant tracking system database, employee referrals, internal job posting, industry referrals, networking, web, etc. so as in the development and management of a search strategy.
  4. Manage the relationships with third party agencies to ensure quality, control, and cost maintenance
  5. Ensure teams’ compliance with all hiring protocols including candidates update and manpower forecast update.
  6. Develop and maintains a pay plan by conducting periodic pay surveys; scheduling job evaluations; preparing pay budgets; recommending, planning, and implementing pay structure revisions.
  7. Develop and maintains employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; obtaining and evaluating benefit contract bids; awarding benefit contracts; designing and conducting educational programs on benefit programs.
  8. Maintains management guidelines by updating and recommending human resource policies and procedures pertaining to Recruitment and Compensation-Benefits.
  9. Manage the assigned HR Section and ensure delivery of the team’s Key Results Area.
  10. Conducts a continuing study of all Human Resources policies, programs, and practices to keep management informed of new developments.
  11. Participates in executive, management, and company staff meetings and attends other meetings and seminars, if necessary.
  12. Utilizes and oversee the HRIS system to eliminate administrative tasks, empower employees, and meet the other needs of the organization.
  13. Establishes and leads the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce.
  14. Interviews management and executive position candidates; serves as part of the interview team for position finalists.
  15. Establishes the company wage and salary structure, pay policies, and oversees the variable pay systems within the company including bonuses and raises.
  16. Leads competitive market research to establish pay practices and pay bands that help to recruit and retain superior staff.
  17. Monitors all pay practices and systems for effectiveness and cost containment.
  18. Leads participation on benchmark surveys and monitors best practices in compensation and benefits through research and up-to-date information on available products.
  19. Leads the development of benefit orientations and other benefits training for employees and their families.
  20. Recommends changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.
  21. Perform other assigned tasks or related work as required and as assigned from time to time



Bachelor’s degree or equivalent in Human Resources, Business, or Organization Development
3-5 Years of experience in supervisory or managerial level.
Experience in the same field is an advantage.
Experience in communicating with employees regarding company policies.
Experience in a manufacturing or power/energy sector is an advantage.
Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, preferred.
Active affiliation with appropriate Human Resources networks and organizations and ongoing community involvement preferred.
Possess ongoing affiliations with leaders in successful companies and organizations that practice effective Human Resources Management.
