RA 9136 is designed to make electricity rates competitive but affordable to consumers and to improve the delivery of power supply to end-users by encouraging greater competition and efficiency in the electric power industry. The essence of these reforms is giving stakeholders a choice.
ER 1-94 is pursuant to Section 5 (i) of the “Department of Energy Act of 1992 (R.A. 7638) and Section 66 of the “Electric Power Industry Reform Act (EPIRA) of 2001″ (R.A. 9136). ER 1-94 was issued primarily to recognize and provide recompense for the contribution made by a barangay, municipality, city, province or region in hosting the energy resource and/or energy-generating facility within its territory.

An act incorporating certain sections of the national internal revenue code of 1977, as Amended, to Presidential Decree No. 705, as Amended, otherwise known as “the revised Forestry code of the Philippines,” and providing amendments thereto by increasing the forest charges on timber and other forest products
Community-based Forest Management Program, a national strategy to ensure sustainable development of forests by empowering forest-dependent communities to rehabilitate, protect, and develop the country’s forest and mangrove areas
Guidelines on the establishment and management of CBFM projects within mangrove areas
Policies on communal forests, plantations, tenure through mangrove stewardship contracts, reversion of abandoned ponds to forest, ban on cutting of mangrove trees in areas covered by Fishpond Lease Agreements

Concerns affecting indigenous people
RA 8371 was written to recognize, protect and promote the rights of indigenous cultural communities/ indigenous peoples; create a national commission on indigenous peoples; establish implementing mechanisms; and appropriating funds thereof.
Pursuant to Sections 44 (m), 46(a), 57, 58, 59, and 7 of R.A. 8371, otherwise known as the Indigenous Peoples Rights Act of 1997, and other related provisions, these revised guidelines have been promulgated in lieu of NCIP Administrative Order No. 01, Series of 2005. The primary objective however remains the same: to ensure genuine exercise by Indigenous Cultural Communities/Indigenous Peoples of their right to FPIC, whenever applicable.
